Navin Subedi is an experienced development professional with core competence in multi-donor and multi-sectoral programs development and management with special focus on development of Monitoring, Evaluation and Learning (MEL) framework, systems and tools. His more than fifteen years’ of experience in the development sector spans management of multi-thematic and multi-donors’ projects (including complex grants) at local and national levels, designing and implementation of M&E frameworks for local NGOs to large and complex grants and developing innovative programme interventions.

 

Navin’s career in the development started in 2003 with a national level NGO that is reputed for designing interventions for market-based bio-diversity conservation. He joined ActionAid Nepal as a policy analyst in 2006 and progressively moved onto management of regional programmes in 2009 and management of entire donors funded project portfolios in 2011.

 

Navin has a proven track record of local, regional and national programme management which included a stronger focus on monitoring and evaluation of multi-sectoral and multi-donor funded projects. He has an interest in mixed-methods approaches to provide robust evidence to policy makers and project managers to adapt to the changing realities and the needs of the beneficiaries –  a challenge which he used to confront as a programme manager.

 

Navin is well acquainted in both qualitative and quantitative approaches of M&E.

 

Navin manages third-party the Monitoring, Evaluation and Learning Project for the third phase of the Nepal Rural Access Programme(RAP3) as Itad’s associate.

The responsibilities included: (i) single point contact for all donor funded projects (6 projects with combined annual budget over 2 million euro); (ii) strategic communication and networking with donors, government agencies and national level stakeholders; (iii) line management of project coordinators (6 projects and 15 national and expatriate staff); and (iv) quality assurance of final deliverables to the donors.

Member of ActionAid International’s peer review team to review existing engagements and suggest programming on food, water and DRR for ActionAid Pakistan for the five years’ period (2013-2017).

Senior management position to provide leadership to entire program and partnership in mid and far west Nepal. This included: (i) management of the regional program team (23 staff including 4 expats in 5 teams) and budget management (euro 1.6 million); (ii) monitoring and backstopping of the partners (38 local partners in 11 districts); and (iii) support the fundraising team to develop new programs (successfully developed projects in the area of local governance, quality education and freed Kamaiyas housing from multiple donors).
